The MOHRE Temporary Employment and Outsourcing licence (commonly called the On-Demand Labour Supply licence) allows a company to employ workers on its own visa quota and legally deploy them to third-party clients. Very few providers meet the financial, ownership and compliance thresholds required to hold it.

Why it matters

This is not a standard recruitment licence

Most companies that call themselves “staffing” or “outsourcing” providers only hold a mediation (brokerage) licence. The Temporary Employment & Outsourcing licence is a completely different category with far higher barriers.

AED 1,000,000 bank guarantee

MOHRE requires a minimum bank guarantee of AED 1 million for temporary employment / outsourcing licences. This capital is locked for the life of the licence and must be maintained at all times. Mediation licences require only AED 300,000.

Strict regulatory scrutiny

Applicants undergo background checks, credit reports, conflict-of-interest declarations, office inspections and ongoing compliance monitoring. The licence is issued and renewed only after MOHRE is satisfied the operator can protect worker rights and meet labour-law obligations.

We become the legal employer

Unlike mediation agencies (which only introduce candidates), holders of this licence sponsor the worker on their own quota. The employment relationship sits with the licensed agency, creating the legal separation that protects the end client.

What it takes

Key requirements to hold this licence

MOHRE sets a high bar. These are among the conditions that must be met and maintained.

  • Minimum bank guarantee of AED 1,000,000 (temporary employment / outsourcing) maintained at all times
  • Clean criminal record and good-conduct certificates for all directors and authorised signatories
  • Credit report demonstrating financial reliability
  • Dedicated, clearly identifiable business premises
  • No conflict of interest with MOHRE employees or close relatives
  • Valid mainland trade licence with the correct activity classification
  • Ongoing compliance with UAE labour law, WPS and worker-protection obligations
  • Annual renewal subject to continued satisfaction of all conditions

Our Abu Dhabi entity (Executive Employment Services LLC) carries oil and gas services activity on its licence. This is a critical enabler for obtaining CICPA (Critical Infrastructure and Coastal Protection Authority) security passes for personnel who need access to critical national infrastructure.

CICPA clearance is mandatory for staff working at or visiting many protected sites in Abu Dhabi, including oil & gas facilities, ADNOC sites, power plants, ports and other strategic assets. Without the right company licence and activity, obtaining these passes is not possible.
