    What Is an Employer of Record in the UAE?

    An EOR arrangement separates legal employment from operational direction. The EOR employs the worker under the relevant licensed structure and takes responsibility for agreed employer administration. The client directs the work performed for its business.

    The UAE legal framework uses temporary employment and outsourcing terminology. Cabinet Resolution No. 1 of 2022 describes temporary employment and outsourcing as an arrangement in which an agency employs a worker and makes that worker available to a third-party beneficiary. The worker’s employment relationship sits with the agency, while the beneficiary supervises the work.

    How Does EOR Work in the UAE?

    3. We prepare the employment documentation. For an eligible engagement, we issue the employment contract through our employing structure.

    5. The worker joins your assignment. Your managers provide operational direction and manage performance.

    Can a Foreign Company Hire Employees in the UAE Without a Local Entity?

    Yes. A foreign company can use an appropriately licensed third-party employment structure for eligible workers instead of employing those workers through its own UAE entity.

    This does not remove UAE employment or immigration requirements. It changes which entity carries the legal-employer role. For employment under the MOHRE-regulated private-sector framework, the required work permit must be obtained before the worker is employed.
